Marsha Wolfe Slaughter passed away after a brief stay in the hospital  in Oklahoma City on February 16, 2021, with her brother at her side. She was born on November 11,1950 in Saint Paul, MN to parents William C.  Wolfe and Louise Wolfe, who have predeceased her.

Marsha graduated from Carisa(sp) High School in 1968 and pursued her degree in Civil Engineering at Oklahoma State University (OSU) and one of two women to graduate from OSU with a B.S. degree in Civil Engineering in 1972, and M.S. in Bio-environmental Engineering in 1974(OSU). She worked for Union Carbide in South Charleston, West Virginia (Project Engineer); the City of Austin(Wastewater Treatment Superintendent, Assistant Director for Engineering, and Assistant Director for Planning); City of Houston (Deputy Assistant Director for Water Production and Assistant Director of Planning);and City of Tulsa(Deputy Director of Environmental Operations) before being hired as the Director of the Water Utilities Department of The City of Oklahoma City, and General  Manager of the Oklahoma Water Utilities Trust(OCWUT). She was registered as a professional engineer (PE) in Oklahoma, Texas and West Virginia.

Marsha retired in July 2016, after 15 years of service with The City of Oklahoma City and served in many leadership roles during her tenure there. Upon her retirement OCWUT adopted a Resolution of Appreciation for her dedicated service. The Trust recognized her leadership in the Trust being awarded the "Best of the Best" by the American Water Works Association in 2007 and 2013; the upgrading of the long-term bond ratings to highest rating possible by Standard and Poor's(AAA) and Moody's (Aaa); and the development of a conservation and safety program and her work with the Atoka pipeline.

Marsha was active member of the Rotary Club of Will Rogers, Water Environmental   Federation, the Quota Club of Tulsa, the Society of Women Engineers. She was a fan of the Thunder and attended most of the games.

She is survived by brother, William C Wolfe Jr and Emma (Cookie) Wolfe; nephew, Bob White; niece, Pam Scott and Jim Scott; nephew, Aaron Scott and his children Annabelle Scott and Conner Scott; niece, Cheyenne Scott; Casey Scott and Whittney Scott and their children, Adreanna Scott, Mitchell Scott, and Carter Scott; nephew, David Casey; niece, Savannah Casey and her son Iyzaiah Billy; nephew,Philip Casey and Kelli Casey and their son Philip (Junior) Casey; nephew, William Wolfe III and his daughter Kara Wolfe; nephew, Brian Wolfe and Shana Wolfe and their child Kathrine Wolfe.
